National Guidelines for Responding to Indiscriminate Attacks (1-1)
When faced with an unexpected threat, remember: RUN / HIDE / TELL. • Run: Get out as fast as you can—leaving safely is the most important thing. • Hide: If you cannot run, find a safe place to hide and remain quiet. • Tell: Once safe, immediately call 110 or 119 and clearly provide your location and the situation. Additionally, if someone at the scene is bleeding: follow the “3-step bleeding control” procedure—identify the source of bleeding → apply pressure with a clean cloth → maintain pressure without releasing while promptly notifying 119 and waiting for professional help. Protecting others also protects yourself.
