by Yang Ming High School Director Of Academic Affairs Hu Chieh-ming

Higher education in Taiwan is mainly divided into general universities and technology universities. Technology universities’ main objective are to cultivate technical and vocational educators, while general universities focus on cultivating academic researchers. Most of the universities have different colleges including college of liberal arts, fine arts, medicine, communication, education, technology, foreign language, management, law school, and social science. Students that are interesting in knowing more information can visit different university websites to see the unique things of each college.

Notably, to fulfil the goal of building Taiwan into a bilingual country by 2030, the Ministry of Education (MOE) announced the Bilingualized Learning Plan for University Students. The plan had the vision to implement English as a Medium of Instruction (EMI). The plan is divided into a Key Nurturing Plan, which distinguishes between universities and colleges, and Universalizing and Enhancing Plan.

The key universities are National Sun Yat-sen University, National Cheng Kung University, National Taiwan University, and National Taiwan Normal University; The key colleges are National Taiwan University of Science and Technology, and National Tsing Hua University. The entire plan is consisted of 41 colleges from 25 universities. The plan aims to achieve the following by 2030: 1). 50% of sophomore students reach CEFR B2 level in English fluency; 2). 50% of sophomore and master’s students have 50% of their credit hours instructed in English. The plan will also push for EMI certifications so the schools can be integrated into international and industry standards.

37 schools in total received subsidies from the Universalizing and Enhancing Plan, which includes 24 general universities and 13 technology universities. The MOE plans to have at least 40 universities having 80% of their English classes taught in an all-English environment, and that at least 10% of sophomore and master’s students have completed two classes that are taught in English.

In the future, going to college means students will have the opportunity to study their favorite subjects, and learning English will also be a focus.
