Guidelines for Borrowing and Using Facilities
I. Basis: In accordance with the Taipei City Government-Affiliated Institutions Facility Usage and Management Regulations.
II. The Scope and Method of Borrowing Facilities:
A. The scope of the Guidelines for Borrowing and Using Taipei City New Immigrants' Hall Facilities applies to the Wanhua New Immigrants' Hall and the Shilin New Immigrants’ Hall, both of which are affiliated with the Taipei City Department of Civil Affairs (hereinafter referred to as the Department).
B. Available Time Slots:
■Wanhua New Immigrants' Hall:
Tuesdays through Sundays (closed on Mondays, national holidays, and in the event of natural disasters, emergencies, unexpected occurrences, or when the government closes the venue or the venue management authority is utilizing or maintaining the facility)
Opening hours: 9:00-12:00, 13:30-16:30
■Shilin New Immigrants’ Hall:
Tuesdays through Sundays (closed on Mondays, national holidays, and in the event of natural disasters, emergencies, unexpected occurrences, or when the government closes the venue or the venue management authority is utilizing or maintaining the facility)
Opening hours: 9:00-11:00, 14:00-16:30
C. Borrowing A Facility:
Application: Apply online through the Citizen Service Platform (https://service.gov.taipei/rental/).
D. Application Priority:
1. The Department has priority for usage, and the remaining time slots are flexibly allocated by the Department.
2. The remaining time slots can be leased out based on the order priority listed below; in case the Department needs to use the facility temporarily, the Department still has priority.
Remark: If there are two or more applicants requesting to use the same facility simultaneously and have the same priority level, the one who submitted the application first will be given priority.
III. Borrowing Application:
A. Applicants can request to borrow facilities that are open within 90 days from the application date; up to 30 time slots can be borrowed for each application. After submitting the application, please send the relevant documents to the handler's email (bca-lu0917@gov.taipei) for review. If the documents are not provided within 3 days of the application or the usage does not comply with the borrowing guidelines, the application will be denied. After a successful application, please provide a list of attendees for each use, for the hall's verification purposes.
B. The borrowers of the facility should be those involved in new immigrant-related workshops, courses, training, meetings, gatherings, exhibitions, and other activities. The number of new immigrant or second-generation immigrant participants must constitute at least 20% of the total attendees for each event. The nature of the event will be determined by the staff of the venue. If, upon inspection, it is found that the purpose of use does not comply with the aforementioned regulations, involves profit-making activities, poses a risk to public safety, or violating the rights of others, the Department will immediately reject all current applications from that borrower, revoke the permission to use the facility, and suspend the borrower and its affiliated organizations from using any space in the hall for three months, as well as record one demerit point.
C. If a group or individual accumulates three violations within one year, their borrowing privileges will be suspended for six months.
IV. If there are any matters not covered in the Guidelines, the Guidelines may be amended at any time.
V. The Guidelines shall be approved before implementation, and the same applies to any amendments.
