Sexual harassment refers to behavior related to sex or gender that is imposed on another person against their will, excluding sexual assault crimes, and includes the following situations:

1. Actions that either explicitly or implicitly, through discriminatory or insulting language or behavior, or other means, damage a person's dignity, create an intimidating, hostile, or offensive environment, or improperly affect their work, education, training, services, plans, activities, or normal life.

2. Using a person's submission to or rejection of such behavior as a condition for oneself or others to gain, lose, or diminish rights related to their learning, work, training, services, plans, or activities.

The term "authority-based sexual harassment" under this law refers to sexual harassment committed by someone using their power or opportunity against a person under their supervision, care, or guidance in contexts such as education, training, medical care, public service, business, job seeking, or other similar relationships.
