Disadvantaged Families Childcare Subsidy

Children domiciled in Taipei City under the age of 12 and meet one of the following qualifications of subsidy:
1.Low-income households, middle-to-low-income households listed by the city.
2.Pre-school children entrusted to foster families by Department of Social Welfare.
3.Entrusted to preschool by the department.
4.Chidren of families in crisis.
5.Children under age of 6 with families in special circumstances.
6.Children required to be entrusted urgently by assessment of the department (i.e. nurser of childcare can’t take care of them properly, after the assessment of the department, children needs to be entrusted urgently)

Temporary childcare subsidy (including agencies, babysitter, home childcare service)

Children domiciled in Taipei City between the age of 0-12, and meet one of the following eligibility of subsidy:
1. Listed low-income households in Taipei City
2. One of the parents is aboriginal
3. One of the parents with moderate disabilities or above.
4. One of siblings living together at home holds disability handbook or certificate of developmental delays within a year from the date of application.

5. Eligible in accordance with the “Family Assistance in Special Circumstances Act” Article 4-1~3, 5 and 6, children or grandchildren under the age of 6. (abbreviated as children of families in special circumstances)
6. Single parent family
7. Twins or multiple births.
8. One of the parents is involuntary unemployed and in need of job searching.
9. Other families in need of temporary childcare subsidy referred by Taipei City Domestic Violence and Sexual Assault Prevention Center, Social Welfare Service Center of the department, Women Welfare Service Center or commissioned organizations of social welfare agencies or programs of the department and approved by the department.

  • Division of Women Welfare and Childcare of Department of Social Welfare : 1999 (outside of Taipei: 02-27208889) ext.1622-1625 Contracted organizations of community babysitting system (please refers to “community babysitting system” contact information) with temporary childcare subsidy up to 40 hours per month. Families in special circumstances assessed by relevant service centers and approved by the department can receive the subsidy up to 80 hours per month and a total of 240 hours per year.

Subsidy for public and public subsidized daycare services for children under the age of 2 (subsidy policy implemented on August 1, 2018. Those who signed the contract with a daycare service within two month from August 1, 2018, and are eligible for the subsidy will receive an amount calculated from August 2018).

 

  1. Subsidy Receiver
Applicants and individuals who are sending children to a daycare within the subsidy program and meet the following requirements may ask a municipal city or a county (city) government to assist in paying the daycare service fee:
(1.) Applicants whose annual gross income is less than the reporting standards, whose consolidated income tax rate is less than 20% in the most recent year, or who are identified as a member of a middle-to-low-income household, low-income household, or disadvantaged household by a municipal city or a county (city) government in accordance with the Public Assistance Act.
(2.) Applicants who have a child in half-day daycare, full-day daycare, or night care service and have exceeded 30 hours per week.
(3.) During the application period, the applicant's child was not provided with daycare using public funds, the applicant did not receive subsidy for unpaid parental leave, and the applicant is not receiving childcare benefits or another similar government subsidy.
(4.) Applicants cannot request one-on-one daycare service. However, children with delayed development, physical and mental disorders, rare diseases, or other special conditions are not included in this limitation.
  1. Subsidy amount (more than half of a month but less than one month is considered one month; less than half of a month is considered half of a month):

(1.) Applicants who use a public community daycare or a public daycare center operated by a private contractor.
1. Regular families (income tax rate under 20%):  Each child receives an NT$3,000 monthly subsidy.
2. Middle-to-low-income household: Each child receives an NT$5,000 monthly subsidy.
3. Low-income household, and disadvantage household: Each child receives an NT$7,000 monthly subsidy.
(2.) Applicant who uses a publicly subsidized private daycare center or home babysitting services:
1. Regular families (income tax rate under 20%): Each child receives an NT$6,000 monthly subsidy.
2. Middle-to-low-income household: Each child receives an NT$8,000 monthly subsidy.
3. Low-income household or disadvantage household: Each child receives an NT$10,000 monthly subsidy.
(3.) Applicants that meet one of the prior conditions and 

The applicant should mail the subsidy application documents to the home daycare service center the child's babysitter joined or apply through the child's daycare center 15 days prior to using the daycare service. Have the daycare center transfer the documents to the Division of Welfare Services for Women and Child Care Centers (telephone: 1999 ext. 1624 or 1625; 02-2720-8889 if calling from outside Taipei City).

Partial childcare expense subsidy for employed households

1. Subsidy target:
Both parents (or guardians) or one of them are/is employed, or one of them is employed, another one is moderately or severely disabled or is serving for mandatory military service or sentenced for more than one year or under with rehabilitative measure which puts restrictions on personal freedom and is under execution (must provide Physical and Mental Disabled Handbook, certificate of  having served for the mandatory military service or having served the prison sentence) and can not take care of the infant under the age of two by themselves, as a result of which the infant must be taken care by babysitters who joined community babysitting system or by babysitters from the babysitting center, and is applicable by one of the following conditions:
(1)General family: both parents (or guardians) or one of them are verified by tax authorities to have earned the consolidated gross income in the last year below reporting standards or acquired the consolidated income tax rate below 20%.

(2) Underprivileged family: middle-to-low-income households, low-income households, families with developmentally delayed or disabled children under the age of 2, families under special circumstances , as well as families with high risks.

2. Content of subsidy:
(1) Eligibity for babysitter is “those who graduated from childcare-related academic field” or “babysitter status acquired through having completed trainings”:
i. General family: up to NT$2000 per month for each infant.
ii. Underprivileged family: up to NT$3000 per month for each infant of middle-to-low-income households; up to NT$4000 per month for low-income households, families with developmentally delayed or disabled children under the age of 2, families under special circumstances , as well as families with high risks.
(2) Eligibity for babysitter is “certified babysitter” or those who attend babysitting center:
i. General family: up to NT$3000 per month for each infant .
ii. Underprivileged family: up to NT$4000 per month for each infant of middle-to-low-income households; up to NT$5000 per month for low-income households, families with developmentally delayed or disabled children under the age of 2, families under special circumstances , as well as families with high risks.

 

 

Join the city community babysitting system through babysitters, or infants entrusted in legally registered baby care center are transferred to Division of Women Welfare and Childcare of Department of Social Welfare:

Child early intervention service

When you discover children are different from other peers in talk, action or learning before entering elementary school, it is recommended that you take children to the hospital for a examination or contact directly with developmentally delayed children early intervention information and referral center of Department of Social Welfare, Taipei City Government.
