Foreign nationals residing in Taiwan, including those from Hong Kong, Macau, mainland China, or other countries, who possess a proof of residency document (i.e. Multiple Re-entry Permit, Exit & Entry Permit for Taiwan, Alien Resident Certificate, Alien Permanent Resident Certificate, and other documents recognized by the Ministry of Health and Welfare as proof of long-term residence in Taiwan) should be insured from the date they meet the following eligibility criteria.


1.    Employed individuals with an employer should enroll from the date of employment.

2.    Self-employed individuals should enroll six months after receiving the proof of residency document (person who has, after entering into Taiwan, stayed in Taiwan for six consecutive months or exited Taiwan once for fewer than 30 days with the actual period of stay amounting to six months after the number of days that he or she has been away from Taiwan is deducted) from the date of residency.

3.    Starting from December 1, 2017, foreign newborns born in Taiwan who hold a proof of residency document should be insured under the National Health Insurance from their date of birth.

4.    In accordance with the Act for the Recruitment and Employment of Foreign Professionals, effective from Feb. 8, 2018, foreign professionals hired to engage in professional work, and their spouse, children under the age of majority, and children over the age of majority who are unable to live independently due to physical or mental disability, having obtained documentary proof of residence, shall participate in National Health Insurance as insured persons from the date of obtaining the proof of residency document.

5.    In accordance with the amendments to the Act for the Recruitment and Employment of Foreign Professionals, effective from October 25, 2021, foreign special professionals and foreign senior professionals that are employer or self-employed individuals, along with their spouses, children under the age of majority, and children over the age of majority who are unable to live independently due to physical or mental disability, having obtained documentary proof of residence, shall participate in National Health Insurance as insured persons from the date of obtaining the proof of residency document.
